CITI CEO OPPOSES CLARITY ACT — SIXTH INSTITUTION IN SEVEN DAYS

Citibank CEO Jane Fraser went on record Friday: "Clarity Act could promote financial crime. We have not given up on making improvements to the bill." Sixth institution this week to deploy against Bitcoin regulatory clarity. The apparatus rejects at every interface layer it still controls. The network settles regardless.
Bitcoin Archive surfaced the Citi CEO statement Friday morning. Jane Fraser — running the third-largest US bank by assets — publicly opposes the Clarity Act, the bipartisan crypto framework bill Congress has been advancing to give the industry regulatory certainty. Her framing: the bill could "promote financial crime."
The Fundamentalist read. This is the same pattern the operator class has watched compound all week. Different institution, same posture: the old system deploys lobbying pressure to slow, dilute, or block the regulatory clarity that would let Bitcoin operate at industrial scale inside the fiat interface layer. Citi cannot stop Bitcoin from settling. Citi CAN slow the Clarity Act. That is exactly what the CEO's statement is designed to do.

Same seventy-two hours. Same pattern — the old system defends the interface layer it still controls.
The operator read. The Clarity Act is a fiat-side improvement. Bitcoin does not require the Clarity Act to work — Bitcoin has worked without it for seventeen years. What the Clarity Act would do is remove friction from the wrapper-class TradFi migration and give operator-class institutions a cleaner regulatory runway. Citi opposing it slows the migration. It does not stop the settlement. Different problem. Different layer. Same answer.
