THEY KILLED IT IN THE MORNING AND VOTED IN THE AFTERNOON
Democrats put a counteroffer together on Monday night. It went at the one provision that has blocked this bill all year: the ethics language covering the President’s crypto profits. Senator Mark Warner described it as language Democrats have been seeking for the better part of a year.
Senator Lummis’s office rejected it on Tuesday morning. Her spokesperson Katie Warbinton said that if Democrats are serious about reaching a deal, they need to actually start negotiating instead of resubmitting the same demands and calling it progress. Senator Tim Scott’s office said Democrats were moving the goalposts after 126 Republican concessions.
Then the Senate held the cloture vote anyway, in the afternoon, with the thing that needed negotiating still not negotiated.
Both offices are describing the same event and both descriptions can be true. Resubmitting a demand and holding a position are the same act seen from two chairs. What neither office said is the part that matters: which words in the ethics title the two sides actually disagree about.
This desk read that title on Sunday and again after the rewrite. Coverage runs to the official and the spouse. The word family does not appear in the bill. Whatever the counteroffer said, nobody on either side has pointed at a line.
A negotiation where neither side will name the sentence is not a negotiation that was close.
