THE ODDS EVERYONE IS QUOTING — THEY ARE NOT ABOUT CLOTURE
Polymarket's CLARITY market is at 21% this morning. It was 18% at 8 p.m. last night and around 34% yesterday morning. In February it was 82%.
The number is being quoted all morning alongside the 2:15 cloture vote. The market is not about the cloture vote.
Read the resolution terms. It pays out if H.R. 3633 “is passed by both chambers of the U.S. Congress and signed into law by December 31, 2026, 11:59 PM ET.” Cloture is a vote to begin debate. After cloture comes floor time, amendments, final passage, the House, and a signature. The market prices all of it, by New Year’s Eve.
So 21% is not a 21% chance the motion carries this afternoon. It is a 21% chance the whole thing finishes inside fifteen weeks.
What moved yesterday was not a vote count. Eight banking trade groups sent a letter on September 14 saying the bill’s circuit breaker “activates only after substantial deposit flight has already occurred” and “is not a safeguard at all.” Nineteen state attorneys general said the preemption language would cut into their authority over fraud and registration. Both landed after Republicans called their text last, best and final.
The market has traded $17.5 million since it opened on January 11. It went from 34 to 18 in a day and came back to 21 overnight.
The number to watch at 2:15 is sixty. The number on Polymarket is about New Year’s Eve.
