RUSSIA'S DIGITAL RUBLE IS LIVE — THE CENTRAL BANK HOLDS YOUR ACCOUNT

The document is the Bank of Russia’s own release of August 31, headed “Digital ruble launched.” The system went live September 1. Ten days later, at the press conference after her board held the key rate at 14 percent, Governor Elvira Nabiullina gave the first count, in Russian: “In ten days we have had 87,000 accounts opened,” and “more than 50,000 transactions carried out.” That is 5,000 payments a day across the country. Her words in the original are on the desk row.

Read what the account is. It is not a bank account. The release says the digital ruble account is opened on the Bank of Russia’s platform, through the app of a connected commercial bank. One account per person. One per company. A sole proprietor may hold two. The commercial bank is the doorway; the ledger and the balance are the central bank’s.

The terms, from the same release: an individual may top up the account with as much as 300,000 rubles a month from a bank account, and a business faces no limit. Payments and transfers are free for individuals. For businesses they are free through the end of 2026 and carry a fee from 2027 that the Bank of Russia calls “the lowest in the payment market.” The permitted operations are listed: person to person, business to business, purchases, refunds, and transfers from the state.

The schedule was set a year earlier. The Bank of Russia’s release of July 15, 2025, the day the State Duma adopted bill 811008-8, lays it out in three steps. September 1, 2026: the major banks must offer digital ruble accounts, and retailers with annual revenue above 120 million rubles must accept payment in it. September 1, 2027: banks with universal licenses, and retailers above 30 million rubles. September 1, 2028: everyone else, with outlets under 5 million rubles exempt. Every bank had to support the universal QR code by this September 1.

The fair reading first. The same 2025 release says: “People will choose at their own discretion whether they want to pay in digital rubles or not.” Nobody is made to hold one. The mandate falls on the banks and the merchants, who must be ready to take it. Nabiullina said the launch went normally. Ten days of data is ten days of data.

What the release leaves out: whether the account pays interest, whether it works offline, and whether wages, pensions or state benefits will be paid into it. The operations list includes transfers from the state; the release does not say when or whether the state will use that lane by default. Those are the terms that decide whether a voluntary account stays voluntary, and none of them is in the document.

Who profits: the issuer. A 300,000-ruble monthly cap on inflows, one account per citizen, every transfer settled on one ledger the central bank runs. The commercial bank keeps the customer relationship and loses the deposit. The merchant gets the lowest fee in the market and a customer whose money is already at the central bank.

The bitcoin line is the same one every time. A digital ruble is a claim on the Bank of Russia, held on its platform, under its limits, at its fee. A coin held in your own keys is a claim on nobody. Russia has just built the cleanest example on earth of the difference, and it took 87,000 people ten days to try it.
