ALABAMA’S CRYPTOCURRENCY KIOSK FRAUD PREVENTION ACT TAKES EFFECT OCTOBER 1 — NEW CUSTOMERS CAPPED AT $1,000 IN CASH A DAY — OPERATORS MUST REFUND SCAM VICTIMS IN FULL, OR HALF FOR EXISTING CUSTOMERS, PLUS ALL FEES

Alabama's Cryptocurrency Kiosk Fraud Prevention Act, House Bill 303, took effect on October 1, 2026. A new customer, meaning someone using a kiosk for the first time or within 30 days of that first use, can put in no more than $1,000 in cash a day or $10,000 a month. Existing customers are capped at $10,500 a day.

The refund rule is the part with teeth. If a new customer is scammed, the operator owes a full refund plus all fees. An existing customer gets half the transaction back, plus all fees. The victim has 60 days to contact the operator and must report it to law enforcement and the Alabama Securities Commission.

A bitcoin transaction cannot be pulled back once it confirms, and the law does not try. It moves the loss onto the operator's books instead. Somebody pays for that, and it will show up in fees, in limits, or in how many machines stay in the state. Amanda Senn, the commission's director, was quoted by Bitcoin.com: "If someone is directing you to deposit money into a crypto ATM, you are likely being scammed." At the time of this writing, bitcoin was $84,491.
