FRANCE’S FINANCE COMMITTEE REJECTED THE BUDGET’S REVENUE HALF 31 TO 3 — THE FLOOR RESTARTS FROM THE GOVERNMENT’S DRAFT ON OCTOBER 13 — THE CRYPTO EXIT TAX AND ITS SELF-CUSTODY LIST DO NOT CARRY OVER
France's National Assembly finance committee voted down the revenue half of the 2027 budget bill on October 9, 2026. LCP, the Assembly's own channel, reports the count as 31 against, 3 for and 2 abstentions. Decrypt reports the same 31 to 3. Two days earlier that committee had adopted two crypto amendments: an exit tax on crypto gains above €800,000, and a tax on swaps into stablecoins from January 1, 2027.
The rejection changes what reaches the floor. The full Assembly starts on the revenue section on October 13. LCP says the deputies « repartiront de la copie initiale du gouvernement », meaning they start again from the government's first draft. Decrypt reports that the committee's amendments do not carry over, so their backers would have to file them again, with a floor vote set for October 20. Decrypt does not say whether they will.
The line we flagged on October 9 sits in that group. The exit tax amendment asked anyone leaving France to list the crypto they hold on the day they go, coins on their own keys included. As of October 10 it lives in a text the floor will not use.
A list of the coins on your own keys is the one record a state cannot build for itself. It has to ask you for it. One committee wanted that question on a tax form, and now it has to win the vote again in public. Watch the floor amendments filed for October 13. At the time of this writing, bitcoin was $82,966.
