TWO OF THE SEVEN DEMOCRATS WROTE THE CONCESSIONS THEY ARE NOW REJECTING

Cloture needs sixty votes. Republicans hold fifty-three. The seven Democrats who signed a statement on July 22 are the entire path to the number, and that statement went out on Mark Warner’s website.

Three of the seven spoke on September 14.

Warner, on the new ethics language: “I don’t think the ethics provision is near enough.”

Ruben Gallego told reporters the ethics proposal “leaves a lot to be desired” and said he plans to submit a counter-proposal. Gallego co-wrote the ethics compromise that is in the bill.

Angela Alsobrooks said, “I don’t really have a comment yet till tomorrow.” Alsobrooks co-wrote the stablecoin yield compromise that is in the bill. Her language, agreed with Senator Tillis in May, is the phrase eight banking trade groups spent Monday asking the Senate to replace.

Two of the three are rejecting text they helped write. There is a defensible version of that. A person can write one section and decide the finished bill around it came up short. Neither of them said so.

Senator Lummis answered on X: “It’s becoming clear that some Democrats simply won’t get to yes, no matter what we put in the text.” That sentence retires the text as a bargaining chip.

Hours later, at a Washington summit, she told CoinDesk the Democrats “always want more,” that “there’s no end to it,” and that “this is as good as it’s going to get.”

Then four words a sponsor does not say the night before her own vote. “My tank is empty.”
