The US State Department announced a new program called Freedom Tech, designed to promote digital privacy and anti-surveillance tools abroad. The Bitcoin Policy Institute is a founding partner. So are Palantir and Anduril — the two most recognizable names in the surveillance-industrial complex. The Maximalist read is not simple. On one hand, this is state-level validation that Bitcoin's privacy properties matter enough to feature in an American foreign-policy initiative. That's a win for the doctrine. On the other hand, Palantir and Anduril are companies whose core business is building the surveillance infrastructure the Freedom Tech program is nominally designed to counter. When the state adopts your tool and puts it in a room with the vendors of the opposite tool, the tool has arrived — but so has the frame. Bitcoin's neutrality means the state can use it, adopt it, promote it. What it can't do is control it. The Freedom Tech program is a test of that distinction.
