THE MARKET DECIDED BEFORE THE SENATE DID

There is a Polymarket contract on whether H.R. 3633 is passed by both chambers and signed into law by December 31, 2026. This desk has been reading it directly rather than taking it secondhand.

In February it was 82 percent. On Monday evening it was 18. At 9:37 Tuesday morning it read 21. At 2:05 Tuesday afternoon, ten minutes before the cloture vote, it still read 21.

That last number is the interesting one. On the day of the vote that decides the bill’s year, with the roll call ten minutes out, the contract did not move. Nearly $17.5 million has gone through it since January.

The market was not waiting to find out. It had finished deciding, and it finished some time between February and Monday, while the coverage was still framing Tuesday as the test.

None of that is a claim that prediction markets are smart. A contract that sat at 82 in February was wrong by a mile about something, and the same crowd was paying 82 cents for it. The useful part is not the level, it is the flatness on the day. When a market stops repricing into an event, it is telling you the event stopped being information.

The operator lesson is small and worth having. If you were waiting on this vote to tell you something, you were about seven months late. The thing that moved was the negotiation, and the negotiation moved in public, in statements, in July and August and on Monday night.
