THE TEN-YEAR TOUCHED 5% — A GOVERNMENT PROMISE GETS REWRITTEN AT THE HIGHER RATE — THE FED IS CHASING, NOT LEADING

A Treasury bond is a promise with a price stamped on it, and this month the market marked the price up. The government’s ten-year borrowing rate closed at 4.94% on September 17, up from 4.75% at the end of August, and by September 18 it had ticked to about 5.00%. The thirty-year sat near 5.32%. That is the rate the Treasury must promise to pay to borrow, and every bill and bond that comes due now refinances at the higher number, not the old one. The New York Times reads the run-up as mainly the work of the Iran war, with the Federal Reserve chasing the move rather than leading it. Take that for what it is—their analysis, not a receipt. The mechanism underneath does not care who gets blamed. When lenders demand a fatter coupon, the promise the country wrote in cheaper years gets rewritten in dearer ones, one rollover at a time. A rate is not a headline. It is the standing cost of keeping your word, and that cost climbed roughly a fifth of a point on the ten-year in under three weeks. The auction still clears at whatever the buyers demand.
